Can Low Batteries Cause No Forward

Would low and bad batteries cause a 1989 Club Car DS to just move in reverse and not in forward? It did move forward just after I took it off the charger. And then it stopped. But would still move in reverse. I have check the forward / reverse control. Reversed the wires and it worked in reverse and not forward. I also checked the sped controller and it is working properly. New batteries are coming the first of the week.
