Briggs and Stratton Vangaurd and Comet Clutch Question

I just installed a used comet clutch on my vangaurd engine but have yet to receive my drive belt. I started the motor with the clutch on and at not much more than an idle the drive clutch slams closed and stays closed is this common with no belt or should i be concerned that I have a bad clutch. Or is there possibly an adjustment on the clutch ?

its all good, the clutch will do that without the belt on. the belt also helps open it back up.
