Brake Lights Only Work When Headlights On

I tried looking in the forum, as I'm sure someone has already had this issue before. My brake lights work when I turn on the head lights, however, they do not work when the pedal is pressed down. The brake relay is wired properly according to other posts I've checked. The plunger isn't doing anything when I pull it either.

When the brake light comes on, it's just a running light. IT doesn't seem to be brighter as it should be when the pedaled is pressed down. Any help is appreciated, thanks!
 
Check for power and ground on the red and black wires coming from the golf cart. Connect the meter to the plunger and test for continuity. Should start with no continuity and then activate when you pull on the spring.
 
The ones coming out from below the FNR switch, should be 3 wires together, red black, and tan/orange. They should be connected into the brake switch or another component connected to the brake switch. Also if there is a circuit breaker make sure it hasn’t popped.
 
I hope you can figure this out. I have exactly the opposite problem. All the tail lights, directional signals, and brake lights work when the headlights are off. If the headlights are on, I do have taillights and directional signals, but pressing on the brake, doesn't turn the brake lights on. The taillights just stay the same brightness.
 
I don't think there is power going to the plunger. However, I don't see the wires from the FNR switch. The harness is connected and ran per the manual. I think I will need someone to come out and figure this out. I appreciate the help.
