First thing I would do is load test the batteries, a dead/low cell will do that.
What is the total pack voltage after charging and resting for at least an hour? It should be around 50.9v or more.
You may also have the solenoid sticking on. Does the solenoid click when you step on the throttle?
You could also try disconnecting the converter and see what happens after sitting for a couple of days.
