Bad Solenoids

After driving my 94 Club Car for say 10 minutes I decided to check my solenoids to see if any were bad. This Club Car has 5 solenoids in a row and the first one was warm, the second one was cold, the third one was warm, the fourth one was warm and the fifth one was cold. This was counting from the drivers side being number 1 to the passengers side being number 5. Does this mean that the cold solenoids are not working at all? Should the first solenoid be the one that is for low speed and the second solenoid be the one for the next speed? Is this the way they work in that order or do they have no certain order to work in?

I have several threads about this golf cart maybe I should post my question in the same place instead of scattering them all over the forum.
