Bad Boy Buggie Front Motor Millpak Controller

Bad Boy Buggie front motor Millpak controller flash 1 green light, Has power to Pin 1 and 8.
633T45312 flash once and goes out.
Pin 1 has 49volts and Pin 8 has 49 volts.
The front contactor is not closing. Front motor not engaging.
Any thoughts out there.
