at a loss for words and cart doesn't move

So my wife and I take out the cart...95 club car 48volt system.....car is running fine and were trying to take it to the ice cream shop. Half way there the cart dies and won't move. So we go to ice cream place anyways and I call my neighbor to pick up my wife and dogs. I go back to the cart and there is a cop there waiting for me, telling me I'm not allowed to have it and it's not allowed in my community. I told him when I got it two years ago I cleared it with the chief of police and he didn't have a problem with it. Anyways, I push the cart all the way back to my house and check the lights and they are super bright. I get a volt meter out and I go from the main battery to the last battery and I'm getting 47.6 volts. Cart will not move in forward or reverse. I hear a slight click and that's it. Can someone help me with any suggestions on what to check for. Where do I start? Battery's are not great but at 47 volts I should of been able to make it home at least. If you have pics of what to check out that would be great.

47.8 volts is real low. What does the voltage drop to when you try to move the cart? Have you checked all your connections?

cart has really old battery's, most likely 5-6 years old. so you want to put the volt meter on there and press the gas pedal and see what the voltage drop is? I will try it tomorrow after work.
