Any riding trails for golf carts in NC?

We have a lot of ATV trails up this way but the DNR will not allow golf carts, DNR say 50" wide limit which we can do but then they said no side sitting passenger like Razors etc..

I have never gotten a answer on that one, i did register one cart as a ATV. put the sticker on and ran like that for about year than the DNA sent me a letter saying the ID # did not comply with the state of Wisconsin laws
