98cc wont go

I have a 98 cc that wont move. Power to the solenoid, fuses are good --good power across the batteries. I also checked the microswitch for the v glide and it was good. The solenoid will intermittently click but still no power when it does click. Jumped it and still nothing. Check the key switch , the run/tow switch and the f/r rocker. All good. Could it be the controller unit? Can anyone tell me exactly what this does and if there is a way to bypass it to see if it is bad? I'm fairly new to the cart world and could use some help. Thanks in advance--

voltage is around 50 -53 volts--and doesn't drop when pedal is pushed. Does the solenoid control the controller or visa versa? There's so many wires going in and out its tough to track. I do have the wiring diagram. Thanks
