97 dcs, solenoid or controller

New here and need a little help
I have a 97 dcs. Replaced batterties and upgraded to 4 guage cable.
Solenoid clicks but cart will not go. Sometimes there is a slight surge but no power.
Jack up rear end and a few seconds after pressing pedal the wheels will start to turn.
ITS box is clean and no apparent signs of moisture or damage.
I have a question about the ezgo troubleshooting chart with the voltage test from this sight.
Do the test leads go at each end of the red line on the test with key on and pedal pushed down or should one lead be on the Neg post of battery. It is probably obvious but not sure for each individual test.

Cart did not run before change. Grandson was riding and battery cable was loose. He said somehting was smoking under seat. I did not see it or know about it for a hour or so after he drove it back to the shop.

Batteries were weak and cables needed replacement so I did that to start with.


Checked solenoid last night. Run/Tow switch on Key Off, 37.59 volts on both sides off solenoid. Turn run/tow switch off and volts drop to 10.7 volts on controller side of solenoid.
