94 EZGO 4 Stroke Ony Runs Wide Open

I have 94 EZGO 4 stroke that runs wide open or off.

Is the carb opening and closing when you press the throttle?

Once cranked and the govenor cuts it back you can mash accelerator all the way to floor and it will not move carberurator throttle but motor is running fast

Hard to say without seeing it. Check the throttle cable and make sure in slides freely...
