92 marathon wont go over 18mph?

I am new to the golf cart world, I just bought a 92 EZGO Marathon 4 stroke gas cart a couple days ago. The cart starts right up and seems to run pretty good. I have looked around a little, and I tried zip tying the governor spring back and it didnt make any difference in the cart. I dont think the belt is slipping or anything, just doesnt seem to me like the carb is opening up enough maybe?
I checked it with my gps, on a very slight uphill grade it will run 14mph, coming back down it hit 18mph. It gets to this speed in I would guess about 80 ft or so.
I dont think it has had very much changed on it other than a homemade 4" lift on the back and 20" tires on the rear.
I have noticed a small amount of oil smoke from it, but havent checked compression on it yet.

Ok, I adjusted the valves, changed the oil, checked the diff fluid and checked the compression. The compression is 165lb on both cylinders.
The cart has 20in rear tires on it, so I would figure it would at least hit 22-23 or so.
I drove it with the seat off, and the carb is wide open, but it is not hitting the rev limiter.
Both pullies are moving, the front gets larger, the rear gets smaller, but the there is about 1/4in between the outside of the belt and the outside of the front pully...is this right, or should the belt move out flush with the outside of it.

If you have a lift on the back and not on the front, be careful that you are not over filling the oil. Or not putting enough in, which ever is the case.

The belt has a few dryrot cracks in it, but doesnt appear to be worn much. It does have a 4" lift on the rear, but I dont think it is enough to effect the oil level that much.

How fast should it run?

Ok, I figured it out if anyone runs into a similar problem. I believe the voltage regulator is bad. A couple weekends ago is the first time I have had it out for an extended time, and killed the battery riding around.
It was apparently fouling out the plugs from low voltage.
I charged up the battery and put a set of plugs in it, and presto 24mph...
Much better.

Unbelievable. Now that is something I never would have thought of.
Thanks for getting back to the forum with your fix. It means a lot to everyone. Most times people get it fixed and just fade away.
