91 Club Card FNR Issue Wiring with Navitas Controller

I am new to threads and searched across past threads but cant seem to get full clarification on my wiring set up

1991 Club Cart DS Electric- stock series motor. all original wiring removed except FNR switch
Navitas TSX 440 3.0 no on the fly programmer.
MODZ 400 HD solenoid with both (diode in correct direction and resistor) brand new
all 2 guage new wire and battery cables.
batters at 6 8v trojan fairly new battery's. getting 49-50v. were individually charged 2-3 weeks ago
Amazon PB8 0 to 5k throttle. Getting zero to 5 volts out of throttle when using multimeter and shows on the navitas app. parameters set and calibrated
toggle switch on the red power to controller coming from Pos battery pack.
connects to app and settings seem correct

no charger wired in yet untill running
no key switch at moment until running.

Thought I had everything wired according to diagram TSX Harness Navitas PN: 10-000666

Here is my FNR switch (original) not sure if I have something off or need bottom tabs bridged?. Does it look correct? do I need a new HD FNR switch?

I dont hear selinoid clicking at all,
I tested the motor several months ago with a single 6v battery to the correct post of battery with wheels lifted for just a few seconds to see the motor spin and it did.

Sounds like you're missing an input if the Solenoid is not clicking then the controller is probably not seeing all of the inputs. You say there's no key switch, but you did jumper. A hot wire to the controller, correct

yes a hot wire to controller turns the controller on and off. In app is showing Key switch on, forward switch on. foot switch on. interlock off.

main solenoid out put is off (but cant see how to change), buzzer output off. motor type series. in app

should interlock be ON ?

Why are the microswitches not connected to anything? Are you sure you have a complete circuit to the solenoid? How did you wire the solenoid coil does it even have a connection to the controller?
 
I can't imagine trying to convert a 1991 36 volt resistor cart to a 48 volt controller cart without changing the complete wiring harness
