'91 acceleration problem

'91 with new motor, solenoid and controller will go forward and reverse at normal speeds only if pedal is depressed very, very slowly. If pedal is depressed quickly, or even normally, the solenoid clicks, but the cart doesn't move.

It sounds like a throttle box problem. You can test it with a ohm meter. It should read 0 at rest and go up to 5k-5.5k smoothly while slowly pressing the throttle. Also check to make sure the arm on the micro switch isn't bent.
