89 cc, 36v goes reverse, forward solenio clicks

My 89 36 v club car goes in reverse but in forward soleniod just clicks (fast clicking) I have removed an checked all cables and their connectors, checked batteries no dry cells and fully charged , 6.12-6.4v in each battery, 36.5v across bank, checked continuity in micro switches in F/R switch and vglide, installed new solenoid. any ideas? Thanks

batteries arn,t good......some of them so load test batteries it only takes one and reason it works in reverse is that its 1/2 speed it only reguires 18 volts..................................
