Yes a 36 volt golf cart motor can handle 48 volts with no problem. You'll need a 48 volt controller though.

Last year, we pulled the 48v pack out of what's now the wifes cart, and ran it on 84 volts on the stock motor for the races. Ran it around the neighborhood a handful of times too. Motor got pretty warm though.
Still beat every electric cart there!
