69 harley electric cart

I was given a 69DE harley electric cart which only runs in 2nd, forward and in reverse. The bottom row of solenoids are 36V, 6V,12V from left to right. The 36 volt solenoid is new so was recently replaced. The solenoid layout on another websight shows the bottom solenoids to be 12V, 6V, 12V from left to right. I am wondering if the former owner replaced a 12 volt solenoid with a 36 volt solenoid in error. This still would not explain why the cart will not run in low speed. Any suggestions on where to go from here?

I found these troubleshooting directions on the inside of my controller cover. Some of it was worn off so the question marks are where I could not read it anymore. I hope this helps.




ELECTRICAL SYSTEM CHECK CHART
CAUTION: REMOVE ONE CABLE FROM MOTOR, FRONT & REAR BATTERY BANK BEFORE WORKING ON SYSTEM

SYMPTOM `

Will not operate in either direction
Batteries dead
Solenoid “B”
Circuit breaker open
Key switch

Operates in forward but not in reverse, or in reverse but not in forward
Solenoid “F” or “R”
Key switch

Starts with jerk,operates normally in 3rd and 4th (starts in 2nd)
Diode “A” shorted

Operates in 1st will not run in other speeds
Diode “A” open

Has no 1st or 2nd speeds, starts in 3rd
Solenoid “A” stuck

Starts with a jerk, another jerk when accelerator is depressed to floor. No 1st or 3rd speed.
Solenoid “C” stuck
Resistor open

Starts normally goes directly into 3rd & 4th speed,
no 2nd speed
Check operation and adjustment of switch “D”

1st & 2nd speeds normal, car has no 3rd & 4th
Check operation and adjustment of switch “D”
Solenoid “A”

1st, 2nd, 3rd speeds OK, no 4th speed or it lacks power
Delay Tube

Jerk between 2nd & 4th, no 3rd speed. 1st & 2nd OK
Delay tube

Dead spots as accelerator is depressed
Speed switch – clean or replace contact bars

Circuit breaker clicks intermittent when car is stopped
Shorted motor diode, remove one front and one rear battery cable, then check diode

Batteries will not recharge
Speed switch-arm should touch rear contact bar on ???? switch when ????
