36v resistor cart

all my solenoids click in order like they should but i only have the second n forth speed . the first n third speed dont work. so its half speed or full bore. i switched the first n last speed solenoids n still does the same thing so i think solenoids are good . any ideas?
 
What kind of shape are the resistor coils in. Are ALL your connections and cables good? Check the coils, cables and connections, especially the cables and connections at the resistor coils....
