36 volt has no torque

My EZGO has new batteries, all wires and connectors have been cleaned, new pod box, regulator
each battery shows over 6.3 volts each under load and over 36 total. The cart has very little power and can't pull up a rise. It has very slow take off on the flat but winds out to a decent speed. After being driven continually for 10/15 minutes the power improves to the point that it will pull up a slight rise but speed washes off quickly.

Driving me NUTS any help will be great.

Put a voltmeter on the pack and take it for a drive.
Note your starting voltage and then how much it sags trying to go up your incline.
If your voltage starts out at 38v and drops to less than 32v you have a problem with one or more batteries.

Thank you all for your fast reply. It is a 96 model. I have fitted new rims (mags ) and tyres but they are the same size and circumference as the original ones . I will try with the volt meter and let you know the out come. It seems strange that the more I drive it the more power it gets but stop for 5 minutes and it goes back to no torque.????

Tested the pack it read 38.7 Volts while at rest. While driving it was a constant 36 volts. When I first try to drive off it has to be pushed just to get it moving but after driving it for a few minutes it takes off, but slowly, then winds out to a good speed but still cant go up a rise. The volt meter reads a steady 36 volts even when it stops on the slight rise.

Batteries seem OK.
You probably have a connection problem somewhere in the F-N-R switch, it's cables or the cables to the motor.
If that isn't it, possibly motor brushes or faulty solenoid or controller.

Thank you very much. Pulled the F/N/R switch apart and found the 4 contacts were very dirty also the contacts and the buzz bars . Used a light sand paper to clean then wiped with alcohol
( not scotch )

Put all back together and WOW away we go even up the rise. Once again Thank You.
