2006 txt model will not move

TXT model, appears to be a non-dcs model with the 1206 controller. getting 52 volts off all batteries and reverse buzzer works even without key in.
Any ideas ?

52v is a full charge on a 48v cart.
The 2006 Ezgo in stock form is 36v, was this cart converted to 48v?
I would also doubt the 1206 controller can handle 48v.
What mods are on this cart and what is the voltage measured at the charger port?
