2005 Club Car with 2014+ Controller Only Goes 8MPH

Does anyone know what the voltage should be on each side of the pre-charge resistor? Obviously on the battery side, it would be 48V, but what about the other side of the solenoid? Excuse my electrical ignorance, but does this resistor limit the voltage or just the amps to the other side of the solenoid?

With no load the precharge side will be very close but measurably less than the battery side voltage
I'm trying to trace an issue I'm having with it not going faster than 8mph. I've swapped out the controller with the correct year/model controller. I've swapped out the motor and I've replaced the speed sensor. All OEM parts. Now that I put the correct model controller in, the precharge resistor get's red hot when I connect the battery terminal. If I disconnect the motor, it doesn't get hot. Not sure where to go from here.

If the resistor is getting hot and the golf cart still runs then you may have a short to ground somewhere. Test for continuity between negative battery terminal and the frame, as well as negative to the motor case
