2001 Club Car Will Run in Forward but not in Reverse

I have a 2001 Club Car DS it has had the motor rebuilt, and added a new solenoid, new controller and new obc. Also replaced the Mcor and forward and reverse switch. New wiring harness. Cart will run in forward but not in reverse. The forward does not run every time when the pedal is compressed. I checked the forward and reverse switch by replacing the old one it does the same. I am wondering if the Mcor can be bad?

I just checked voltage on the cart battery pack at 49.4 I checked the voltage on the motor post with the key off and the forward and reverse switch in neutral position and have 49.4 on each post of the motor. how can this be .? Do i have a bad motor even tho it has been rebuilt.?
