2000 Western (EZGO TXT) Golf Cart 36 Volt Controller Issues?

OK. Still having issues with the speed of my golf cart. 2000 Western ( EZGO TXT ) 36 volt New batterys and cables. New Fwd/Rev switch. I have it sitting on stands. Full battery Voltage of almost 38 volts everywhere its supposed to be. Just checked the voltage from the ITS and its in the volt perimeters just as the solenoid clicks ( .51 volts ) and at full throttle ( 1.56 volts ). But I still have 12.9 volts from the M- terminal of the controller going to the motor at full throttle. Shouldn't this be closer to 1 or less volts under full throttle? Correct me if im wrong but doesn't the M- terminal supply the ground for the Motor? The More ground applied, the faster the cart goes? All the other terminals on the motor have full battery voltage. Controller Bad? That's my guess but just wanted other input before I drop $400-600. It has a Curtis PMC with part # 2586G03, which I am having a hard time finding...any upgrade suggestions ? Thanks JD

Don’t have a speedo but I would guess 8-10 mph. I had a meltdown on one of the terminals on the Fed/ Rev switch a while back due to a loose connection. Replaced the switch and it wasn’t near as fast as it was. I would guess it used to run at least 15 mph or more. Used to blow all the 48 volt carts into the weeds. I don’t know enough about these electrical systems yet. Logically, full ground to the motor from M- terminal on the controller should make it faster right ?

Well, when you figure it out let me know. I'm having a similar issue and don't want to throw another controller at it without knowing.

Jay how fast is reverse, also check your throttle input, What you ask for is what you get so if the throttle is not giving you full throttle the controller will not either

I can get 1204 rebuilt to 400 amps for about 150 dollars. But at this point I do not believe it’s a controller problem.

Thanks Diode....Reverse seems to be fine....I believe Throttle input comes from the ITS switch and the voltage there checks out within specifications...1.56 volts at full throttle going to the controller...Specs show 1.5-1.7 at full throttle...I believe that signal from the ITS tells the controller how much ground to apply to the motor from the M- terminal on controller.
Am I correct in my assumption ?

Yes on the last part but the voltage from the its is different on a DCS vs PDS the 1204m is programmable PDS is 1.5 to 2.7

I need a better picture of the controller. Also look at the controller sides for a controller type

Thanks. Nothing else on the sides. Just the tag on top with the part number and serial number. 3 large cables and one 4 wire connector1A5600D5-ABD3-49F8-85A9-325E1D056E18.jpeg1A5600D5-ABD3-49F8-85A9-325E1D056E18.jpeg60C80D90-73D3-4CAD-AF11-7716E388A841.jpeg1A5600D5-ABD3-49F8-85A9-325E1D056E18.jpeg

I think it’s a 1990 , not a 2000. Always been a question as to the year. The Fed/Rev switch I got was for 88-94. The 2000 had a different handle style

New about $260 its is a 1206-03 Curtis controller.

make sure it does not have 1/2 speed reverse and is hooked up backwards that's why I asked how fast it goes in reverse
