I have new engine, carb and fuel pump. The bev car has hard time going up incline on course. It seems like the governor doesn't kick in when it starts to climb hill. The power just disappears. It runs fine on flat ground on concrete little sluggish in grass. Cant find videos on how to set governor up. Any help would be appreciated in video would be even greater. Thanks

Sounds like a clutch operation issue to me. How about a video of the clutches and belt operating while driving from a stop and up an incline.
