1998 CC 48 volt regen 2 stopped

My CC 1998 48 volt regen 2 powered cart stopped and won't run. Batteries are 8.5 volts, total pack is 51 volts. The main solenoid clicks and has continuity. The tire will attempt to move both forward and reverse but just barely moves. The motor brake does no stop the cart and you can push it just like the tow switch is on. Anyone have any suggestions on what to check and how to check it? Thanks

Im thinking its a bad controller. Im not sure how to test the controller but you seem to have the symptoms of a bad controller or a bad connection.

It does act like a bad connection but if you check the voltages at the solenoids it is about 48 volts. Nothing gets warm or hot like it would if there was a bad connection. I noticed the reverse buzzer will sound anytime I put the switch in reverse. Even if the key switch is off it buzzes. Is that normal? If I put the tow switch in tow the buzzer stops.

I got my cart running today. I bought a manual Friday and found I was checking the wrong solenoid. Anyway the main solenoid was bad and the problem.
