1997 EZGO TXT Headlight Wire Harness

I have a 1997 36V electric ezgo with very dim headlights and tail lights. The stock wire harness is connected to the main pos and main neg which is putting out 37-39 volts. When I take a reading at the plug sockets I only get 6v. My question is we’re inline is the voltage getting stepped down? There is no visible voltage regulator installed. It does have the three switch key off/on/acc, does the acc only get 12V and could this be bad?
 
Well once I was able to access the wiring diagram I think I answered my own question. It’s either poor terminal point connection (green wire) at battery, poor connection at the fuse block or bad key switch.
 
Where does the power for the lights come from? You don't see a reducer. So, does the power come from the batteries? Thats pretty common to pull off the batteries, but, it should be from 2 batteries in series. I'm just wondering if just one battery is being used. If thats not the case then I agree with it probably being a connection issue somewhere along that circuit.
