1993 Electric Golf Cart

I have a 1993 Club Car Electric 36 volt. Batterries are charged and have 5.5-6.0 voltage. The solenoid just clicks when the pedal is pressed and the cart will not move in forward or reverse.
Are there any troubleshooting steps I can use to identify the issue?

i'll let the elect boys help ya out but 5.5 volts is a dead battery

yes those are stone dead batteries so you need to get that sorted out 1st.....there is no other way until you have a good set of batteries.............................
