My batteries on my 1992 EZGO are fully charged, when i press the accelerator. the cart barely moves, doesn't do it all the time. The golf cart also hesitates when its working. Is this the accelerator not making contact?

The potentiometer is the throttle control. You can check it by doing the following test.
Test the pot box by taking the two small wires off the controller on pin 2 and 3 and with a ohm meter you should see 0 ohms then slowly press the throttle pedal and the meter should smoothly go to 5000-5500 ohms max at full throttle.

Is there an easier way to check. considering i don't have an ohm meter and not a very technical person? Also, where is the pot box located?

That's the only way I know of to check it. The pot box is near the throttle pedal under the cart. You can check it without getting under the cart by testing the 2 wires I mentioned at the controller. Your going to need a digital meter though.
