1992 290cc Engine Replacement

The 1992 Club Car engine was so loose that I had to rebuild it. It turns over by hand before I put it in. I put it back in - bolted it up - added oil, charged the battery.

Now it wont turn over. I must be missing something - any suggestions on what should I check first.

Check the starter generator to see if it gets power when you press the pedal. Check fuse too.
