1979 ezgo cart wont go

My cart a 79 ezgo with a robin engine EC25DS wont move. This cart has been rigged to run with a toggle switch when the key is on, so its in a idle mode all the time until you depress the petal. Now when the petal is depressed the primary drive clutch wont clamp around the belt to make the secondary clutch go. It was fine until I decided that the muffler (after I gave it a BBQ) really should be bolted to the engine instead of just hanging there. So to recap it runs but wont go. Any suggestions?

A quick update, I read a previous post on here about possible cleaning the carb, so I took it apart and gave it a good cleaning, and it did run better and even started to work. however it started to leak so I took it off to see what the problem was (looks like I need to get a couple of gaskets and a float bowl o ring) and try again but I put it back on and it isn't running as well as it did before so after I get the new gasket and o ring it will throw it back together and try again.
By the way is it wrong to skip a family wedding to get parts and fix your cart? LOL

Back from the wedding (glad I went open bar and hog roast never go wrong with beer and hog) anyways bought new seal and slapped carburetor back together and it still wont run it tries to but just cant do it, noticed it leaks gas out of the vent tube. Picked up new plug and have good spark, even loosened the muffler from pipe and noticed its blows a little gas out of pipe when cranking over, any suggestions? Could something be plugged in carb?
I'm loosing some of my mind over this and the wife says I don't have any to spare.

Possibilities could be the float is set to high, needle and seat is leaking or you still have dirt in the carb/tank.

I think your right HotRodCarts, When I cleaned the carb I did not readjust the float. The good news is I finally got it running even though it is leaking gas, I needed more play on the governor it couldn't get enough gas to go, so I guess off comes the carb AGAIN for the umpteen time so I can adjust the float, if I can find my feeler gauges (where or where did I put them).
