led headlights

Can the the OEM headlight and taillight bulbs be replaced with LED bulbs or do I need a conversion kit?

I had a new LED Headlight Bar (LGT316L) installed to see if they would be brighter than that stock headlights on my 2011 Electric Club Car. It changed the color of the light from a yellow color to a blue color, but in side by side comparisons, it doesn't seem to me to any brighter than the old...
