ezgo rxv - wont go

I have a EZGO RXV that when powered on, does not release brake or engage solenoid. If I place in tow mode and turn on cart, brake releases for a split second, then closes again. Never opens solenoid. Only way to get brake to release, was to plug in to primary power under the run tow switch dust...
